This work commenced in February 2021 and was completed early 2022.

Overview

The replacement of the wharfline (fuel pipeline) has been completed and was undertaken by Downer. This work was on the pipe that delivers fuel from ships at the Seaview Wharf to fuel storage terminals, which is then transported by truck around the region.

When?

Consents were obtained in August 2021 and the Construction compound was set up at Point Howard in January 2022. Work on Main Wharf (where ships berth) commenced in the first half of 2022. Construction work is ongoing and is due to be completed in 2025.

Overview

Due to its age and damage suffered in the 2016 Kaikōura Earthquake, Seaview Wharf is undergoing a major upgrade and repair to ensure it is as resilient as possible, and to ensure it meets international standards for ship berthing and bulk fuel discharge. We’re also upgrading the wharf to make it:

  • more resilient to events such as earthquakes and storms
  • future fit for lower-carbon fuel such as biofuels
  • able to support different types of ships.

 

What impact will Stage 2 have on the community?

As we did with stage one, every effort is being taken to ensure minimal disruption to the community. While land at Point Howard will be used for the construction compound, public access for walking and cycling through the site will be retained. Potential issues such as traffic safety, noise, lighting and impacts on the marine environment have been carefully considered and specific management plans prepared. These plans, which include public complaint procedures, are available on this website.

When?

Stage 3 will be undertaken in two parts – stages 3a and 3b. Stage 3a began in November 2023 and is expected to finish around June 2024. Construction for stage 3b is scheduled to begin late 2024 and take approximately 18-months to complete.

What?

Stage 3a) Consists of construction to replace approximately 170m of pipeline from under the Caltex truck stop and the old rail crossing on Seaview Road. There may be a slight disruption to traffic, with a traffic management plan in place.

Stage 3b) Consists of the more substantive construction works, with approximately 1.8km of pipework needing to be laid.  Detailed design is currently in progress to confirm the most ideal route considering all challenges, including pipe design, stakeholder impact and council permits.

What impact will Stage 3 have on the community?

Stage 3a) Those likely impacted by this work are adjacent businesses and we discussed the works with those businesses who will most likely be affected. Traffic management will be implemented in Seaview Road from mid-February to mid-April and road users will notice that the speed limit will be lowered and the traffic lanes narrowed and moved away from the construction works. Minor traffic delays can be expected.

Stage 3b) While the finalised route is yet to be confirmed, construction is estimated to begin later in the year and take approximately 18-months to complete. Consultation on the proposed route will occur later in 2024. As with the previous stages, every effort will be made to minimise disruption to the community and local businesses.
